Job Description

Under limited supervision, the Technical Integration and SCADA Supervisor is responsible to manage, plan, direct and oversee the installation and integration of new technology and supervisory control and data acquisition (SCADA) systems within the Operations division. The Technical Integration and SCADA Supervisor has direct oversight over the SCADA Services Group and will supervise SCADA technicians performing maintenance, modifications and repairs on SCADA assets utilized in water treatment plants, booster pump stations, groundwater production wells, reservoirs and various other water treatment and water distribution facilities. As a responsible professional, the incumbent must have the ability manage staff and delegate work activities. Additionally, the Technical Integration and SCADA Supervisor must have the ability to work independently and exercise initiative and judgment in the performance of the core job responsibilities of this position. The incumbent also needs to be skilled in the ability to answer questions, think critically, draw well thought out conclusions and make recommendations as needed to facilitate a dynamic and high performance organization.

Key Roles and Responsibilities

  • Supervises SCADA Technicians in the design, development, installation, management and/or maintenance of the equipment used to monitor and control water production, treatment, or distribution processes.
  • Utilize programming software to create, modify and test complex relay ladder logic or function block instruction sequences to monitor and control water production, treatment, or distribution processes.
  • Program and troubleshoot programmable logic controllers (PLC's), logic modules, data modules, and related network equipment.
  • Design, program, install, and maintain SCADA applications, including Wonderware InTouch and Dream Reports and other related applications.
  • Provide instrumentation solutions as a part of an overall DCS/PLC/SIS system.
  • Responsible for leadership in the area of process instrumentation and deployment of technology oriented toward the water production, treatment and distribution industry.
  • Provide end-user training and support on SCADA, DCS software and hardware systems.
  • Develop reports and queries as requested by system users.
  • Assists in the design and maintenance of LAN/WAN (wired and wireless) networks to support SCADA and DCS applications.
  • Design, install, and maintain electrical, mechanical, pneumatic, hydraulic, digital and analog control equipment and measurement systems.
  • Maintain records and prepare reports on the maintenance, repair, calibration and related work on control systems.
  • Update process and instrumentation diagram loops and documentation including schematics, drawings, and program annotation used for operations, troubleshooting, and maintenance.
  • Manage related projects by acting as liaison between Operations staff, consultants, and vendors.
  • Take an active role in specifying and purchasing equipment and software. Active in the negotiation of contracts for support of SCADA control systems and related equipment.
  • Work with various system integrators on new and existing control systems design, programming, installation, upgrades, and maintenance.
  • Develop operating budgets for SCADA and DCS equipment and software.
  • Prepare staff reports, when required.
  • Implement the most applicable standards and guidelines from the Department of Homeland Security (DHS) and American Water Works Association (AWWA) related to cybersecurity for Industrial Control Systems (ICS), including the following internationally recognized agencies:
    • NIST 800-53 Security and Privacy Controls for Federal Information System and Organizations
    • NIST 800-82 Guide to Industrial Control System (ICS) Security
    • ISO/IEC 27001-27005 Information Security Management System (ISMS)
  • ISA/IEC-62443 (formerly ISA-99) Securing Industrial Automation and Control Systems (IACS)
  • Develops and maintains an effective employee relations plan; supervises and evaluates the performance of assigned personnel.
  • Ensures the safety of all operations. Conducts safety meetings, inspections and provides documentation related to all safety issues.
  • Performs other duties as assigned.

Minimum Qualifications:

  • Associate s Degree in Electronics or related technology with five (5) years experience in an instrumentation/SCADA /Information Technologies in industrial control systems field, or High School diploma or equivalent with a minimum of seven (7) years experience in the Information Technologies / SCADA / Electronics, Industrial Process Control or related systems.
  • Minimum of three (3) years of supervisory experience.
  • A working knowledge of Windows based computer operating systems to include server / client application.; field I/O devices and access and control concepts; low voltage (<600 volts) electrical work and its safety hazards.
  • Expert knowledge and skill in process control disciplines, distributed control systems (DCS), programmable logic controllers (PLC), and supervisory control and data acquisition (SCADA) systems
  • Expert knowledge of SCADA applications in the area of water production, treatment and distribution operations.
  • Experience in working within a secure network and the ability to maintain and/or enhance system security.
  • Knowledge of troubleshooting and programming techniques involving Allen Bradley PLC s, Modicon PLC s, field I/O devices, access and control, wiring, fiber optic networks, radio communications equipment, and server/client workstations application.
  • LAN/WAN networks using wired and wireless devices as well as Active Directory, TCP/IP and Microsoft operating systems.
  • Must be able to effectively communicate & demonstrate project management skills in working with operations and the Company s Information Technology department.
  • Must have a basic understanding of water treatment processes, water distribution and security requirements.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
